What is the Mevlana Exchange Program?

Mevlana Exchange Program is a program that enables the exchange of students and academic staff between higher education institutions in Turkey and higher education institutions abroad. With the Regulation published in the Official Gazette dated August 23, 2011 and numbered 28034, the exchange of students and academic staff between higher education institutions abroad and higher education institutions in our country has been opened.

Unlike other exchange programs, mobility within the exchange program covers higher education institutions all over the world without any geographical distinction.

Students who wish to participate in the exchange program can benefit from the program for at least one semester and at most two semesters of study, while faculty members can benefit from the program for at least 1 week and at most 3 months to give lectures in higher education institutions around the world. Similarly, students and faculty members from all regions of the world can come to higher education institutions in Turkey.



Who can participate in the Mevlana Exchange Program?

Within the scope of the Mevlana Exchange Program, associate, undergraduate, graduate and doctoral students enrolled in formal education programs in all higher education institutions in Turkey (in higher education institutions that have signed the Mevlana Exchange Program Protocol) can participate in student exchange.

In addition, all academic staff working in domestic and foreign higher education institutions that have signed the Mevlana Exchange Program Protocol can also participate in the Mevlana Exchange Program.

Academic activities of lecturers within the scope of mobility cannot be less than six hours in total per week. Courses are taken as basis in the calculation of the activities carried out by the lecturer in hours. Academic activities such as seminars, panels or conferences are also considered within this scope if the lecture hours do not fill six hours per week. Lecturer mobility plans that do not include lecturing activities cannot be evaluated within the scope of the Mevlana Exchange Program and cannot be accepted for exchange.



What are the Application Requirements for Mevlana Exchange Program?

The basic conditions for being a Mevlana Exchange Program student can be grouped under several headings:

  1. The student must be an associate, undergraduate, graduate or doctoral student enrolled in higher education programs where formal education is provided,
  2. Associate and undergraduate students must have a GPA of at least 2.5 (two and a half) out of 4 (four),
  3. Master's and doctoral students must have a GPA of at least 3 (three) out of 4 (four),
  4. 50% language score + 50% Grade Point Average.
 
Students studying in the preparatory and first year of associate degree and undergraduate programs, and master's and doctoral students in the preparatory and scientific preparation periods cannot benefit from this program for the first semester they start their main education.

How should a person who wants to benefit from the Mevlana Exchange Program and meets the prerequisites apply?

Students can apply to the Mevlana Exchange Program institution coordination office of our University by filling out the necessary forms that can be accessed from https://mevlana.yok.gov.tr/.

Our lecturers can also apply to our Mevlana Exchange Program institution coordination office in the same way.


How many times and for how long can we benefit from the Mevlana Exchange Program?

Students can benefit from the Mevlana Exchange Program for at least one and at most two semesters. Although the semester calculation may vary considering the education system, the total exchange period cannot exceed one academic year.

The mobility period of the Mevlana Exchange Program of academic staff can be at least one week and at most three months for one time in an academic year.



Does a student who wants to benefit from the Mevlana exchange program pay tuition fee to the institution he/she goes to?

Students only continue to pay the contributions or tuition fees that they are obliged to pay to the regular higher education institutions where they are enrolled during the period they are Mevlana Exchange Program students. They do not pay a separate education fee to the higher education institution they will attend within the framework of the exchange program.


Will the student who participates in the program lose the semester?

Students who participate in the Mevlana Exchange Program and study in another country outside the borders of Turkey will not lose any semester when they return to their country, since the courses or courses taken by the student in the higher education institution abroad are clearly determined in the Learning Protocol to which courses will be considered equivalent.


Scholarships during Mevlana Exchange Program: Issues related to students

Students participating in the Mevlana exchange program continue to receive other scholarships and loans during their education and continue to pay the contribution / tuition fee they are obliged to pay by registering to their own higher education institutions and do not pay any additional tuition fee to the higher education institution they will attend.

The scholarship amount to be paid to students during their participation in the exchange program varies according to the economic living standards of the country where the students go for education. Within the scope of the Mevlana Exchange Program, a scholarship can be paid to the Mevlana Exchange Program student with a scholarship up to three times the monthly scholarship amount paid to undergraduate students according to the Law No. 5102 on Granting Scholarships and Loans to Higher Education Students, at the rates determined by the Executive Board of YÖK.

Within the scope of the exchange program, scholarships are paid to students coming from different geographies of the world to higher education institutions in Turkey at the rates determined by the Executive Board of the Council of Higher Education. In the payments to be made to the students, 70% of the scholarship amount is paid monthly. The payment of the remaining scholarship amount is made based on the ratio of the total credits of the courses that the student is obliged to take to the total credits of all courses that the student is obliged to take.

In the event that the funds allocated to the higher education institution for the exchange are insufficient, it may be possible for the exchange to be carried out through the student's own means or private scholarships, provided that the other conditions of the Program are complied with.



Scholarships during the Mevlana Exchange Program: Issues related to academic staff

Lecturers to be sent abroad within the scope of the Mevlana Exchange Program may be paid per diem in accordance with the provisions of the Per Diem Law No. 6245, and lecturers coming from abroad may be paid per diem in accordance with Law No. 6245 and additional course fee in accordance with Article 10 of Law No. 2547. The Executive Board of the Council of Higher Education (YÖK) is authorized to determine the additional course fees to be paid in terms of countries and titles.
